Raising liability limits from 50/100/50 to 100/300/100 adds about $76 a year on average in our Kapolei data, with the same $500 deductibles. That’s about $6 a month for double the per-person injury limit, three times the per-crash limit and double the property damage limit, and the full-coverage package also raises uninsured and underinsured motorist coverage to 100/300. USAA charges less for 100/300/100 than for 50/100/50 for our benchmark driver.

Comparing the five insurers that are in both sets of rates, in the same Kapolei ZIP code, their full-coverage average rose from $1,603 a year nine months earlier to $1,631 in rates as of Aug. 31, 2026, a 1.7% increase. USAA raised its average 3.6%, GEICO 3.5% and State Farm 2.5%, while 21st Century’s and Allstate’s averages were unchanged. Liberty Mutual is new in our rates over the past nine months, so it’s left out, which is why these averages differ from the Kapolei average above. The City and County of Honolulu runs a driver licensing center and a satellite city hall at 1000 Uluohia St. in Kapolei. The licensing center gives written and road tests and renews licenses, and the satellite city hall handles vehicle registration and titling, according to the city’s Department of Customer Services.
